Employed by two offices:  Office of Security and Office of Human Intelligence Management.  Implemented procedures reducing office response time and enhancing our ability to provide the full range of security support to elements stationed worldwide.  Authored numerous staff papers and security policies.  Provided security management for special access programs.  Personally developed and implemented innovative databases that automated and streamlined business processes.  Developed and maintained rapport with internal and external organizations.  Prepared and presented training on a wide variety of security topics.  Participated in inter-agency working groups chartered to recommend procedures to securely collaborate and share information across agencies.

Accomplishments include:

• Vastly improved personnel security support by personally developing and instituting procedures and implementing tracking databases allowing 24 business hour responses to employee actions

• Authored and promulgated the Defense Human Intelligence Security Classification Guide ensuring compliance with Executive Order 12958.
• Created and administered the first ever strategic defense human intelligence database revolutionizing lead/target acquisition.  It became the foundation for an entirely new strategic human intelligence targeting branch.  Briefed the Departments of Defense, Justice, State, Homeland Security, and the CIA on human intelligence targeting methodologies resulting in their adoption of these procedures.

Counterintelligence Technician/Counterintelligence Special Agent

Subject matter expert on issues pertaining to intelligence, counterintelligence and security.  Prepared vulnerability assessments and intelligence estimates.  Deployed five times to the Middle East and the Balkans areas of responsibility supporting national military objectives.  Conducted counterintelligence investigations.  Led physical surveillance teams.  Provided operations security support to special access programs.  Trained personnel on intelligence, counterintelligence, security and software.  Responsible for the combat readiness, training, morale, and welfare of assigned soldiers.  Directed the activity of up to 17 employees.

Accomplishments include:

• Successfully preparing for a Joint Integrated Vulnerability Assessment Team visit resulting in $800,000.00 in new security and force protection funding for Task Force Able Sentry in Macedonia vastly improving the security posture of U.S. Forces.
• Led a team that conducted vulnerability assessments arguably forcing terrorists to target less secure facilities and resulting in a greatly improved security posture for all U.S. Army Forces Central Command elements in Saudi Arabia .  Directed the activity of two geographically separated offices in Saudi Arabia and opened a third in Qatar, providing unparalleled counterintelligence and security support to U.S. Army Forces Central Command.
• Served as a battalion level Security Manager; managing all security programs; developing procedures reducing the amount of time to process new employee’s security clearance to under 30 days; and creating a model intelligence oversight program.
• Created a regional human intelligence targeting database while deployed to Kosovo enabling accurate analysis and receiving laudatory comments from the highest levels if the intelligence community.
• Organized, designed and managed a formal, 40 hour training program on counterintelligence techniques and software.  Organized and conducted training on basic soldiering and numerous software packages, enabling assigned personnel to more efficiently perform their duties.  Personally trained more than 2500 military and government personnel on Subversion and Espionage Directed Against the U.S. Army.

· Awarded for leading a team which conducted a four month physical surveillance as part of a counterintelligence investigation resulting in the successful conclusion of the investigation and for coordinated security support with national agencies for the secure movement of sensitive military equipment to testing facilities across the U.S.
